Volunteering for our Schools

At this time, the District does not have discounted Live Scan options available for volunteers. To assist families, we have provided a list of local Live Scan providers where volunteers may complete the fingerprinting process. Volunteers are welcome to use any California Department of Justice-authorized Live Scan provider throughout California, as fees may vary by location.

SBCUSD School Police will also be offering Live Scan services for volunteers. Information regarding the availability of this service and the associated fee will be shared with families as soon as the School Police Department finalizes the process and establishes the cost.

Yes. Returning volunteers have begun receiving email communications through the Raptor Volunteer Management System using the email address associated with their Raptor account. Additional communications will continue to be sent throughout this week.

In addition, volunteer resources, including the updated Volunteer Handbook, application information, and supporting documents, are being shared with school sites to assist families throughout the volunteer approval process.

The updated volunteer requirements are the result of changes in California law, including Assembly Bill (AB) 506 and Senate Bill (SB) 848, as well as updates to District procedures to ensure a consistent volunteer approval process across all school sites. These requirements are intended to strengthen student safety and ensure compliance with current state laws.

As required, volunteers may be asked to complete a Live Scan fingerprint background check, California Mandated Reporter Training, District Volunteer Onboarding, and provide current Tuberculosis (TB) documentation before being approved to volunteer.

Current SBCUSD employees are generally exempt from completing these requirements again because the District already maintains documentation of their Live Scan fingerprint clearance, Mandated Reporter Training, and TB documentation as part of their employment records. Please refer to the "Current SBCUSD Employees" section of the Volunteer Handbook for additional information regarding these exemptions and the circumstances under which certain requirements may not apply ("if required").

The following guidelines are in place for individuals wishing to volunteer on San Bernardino City Unified School District campuses, observe classrooms, and/or chaperone student field trips. Please complete the following requirements before participating in any volunteer activities.

Before You Begin

• Complete the online Volunteer Application through the Raptor Volunteer Management System.
  • Volunteer Application: https://www.sbcusd.com/get-involved/volunteer
  •  As part of the application process, Raptor verifies government-issued identification and conducts applicable screening requirements in accordance with District procedures.  
• Have a valid government-issued photo ID available, such as:
  • Driver's License
  • State Identification Card
  • Consular Identification Card (CID)
     

• Application Status

  • Monitor the email address provided in your Raptor application for updates regarding your volunteer status.

  • Check both your Inbox and Spam/Junk folders regularly.

Please Note: Receiving an email from Raptor stating that your application has been approved does not mean you are approved to volunteer. It only confirms that your application has been received and processed. You must complete all applicable requirements before becoming an approved volunteer.

California Mandated Reporter Training

• Complete the California Child Abuse and Neglect Reporting (Mandated Reporter) Training.

Tuberculosis (TB) Requirement

• Submit a copy of your Tuberculosis (TB) Risk Assessment or TB Clearance to the school site where you will be volunteering.

**Please Note: Your Tuberculosis (TB) Risk Assessment/Clearance is valid for four (4) years. Even if your documentation is still valid, please provide a copy to the school site(s) where you will volunteer each school year for their records. TB documentation must verify that you are free of communicable tuberculosis, as required by Education Code 49406.**

Ready to Volunteer

After completing all required screenings, training, and onboarding, contact the school site where you will be volunteering to coordinate your volunteer assignment and start date.

School Volunteer (Board Policy 1240)

A school volunteer is an individual approved by the District to provide ongoing support to students, classrooms, school programs, activities, or events without receiving compensation.

Definition: A volunteer is anyone who willingly gives their time, knowledge, skills, or talents to support San Bernardino City Unified School District students and schools without receiving financial compensation. All volunteers must complete the applicable district volunteer requirements and receive approval before providing volunteer services.

School Visitor (Board Policy 1250)

A school visitor is an individual who comes to a school campus for a specific, short-term purpose and does not provide volunteer services.

Definition: A visitor may include a parent, guardian, community member, vendor, or other guest who is on campus to attend a meeting, conference, school event, classroom activity, or conduct official business.

Volunteers may have access to confidential information about students, staff, and families while serving on campus. All information learned through volunteering must be kept confidential and should not be shared with anyone outside of authorized school personnel.

Volunteers are expected to:

• Respect the privacy of all students, families, and staff.
• Keep all student information confidential.
• Never discuss a student's academic performance, behavior, health, or personal circumstances with anyone other than authorized school staff.
• Refrain from taking photographs, videos, or posting information about students on social media without district or school authorization.

Reporting Student Safety Concerns

If a student shares information or if you have reason to believe a student may be:

• Experiencing abuse or neglect;
• At risk of harming themselves or others; or
• Involved in a situation that may affect their health, safety, or well-being,

If any of these situations occur, you are required to immediately notify the school principal, site administrator, or designated school staff member in accordance with district policy and applicable law. Do not attempt to investigate the situation yourself or discuss it with anyone else.

The school administration will ensure the concern is handled in accordance with district policies and applicable laws.

Any concerns or requests for assistance communicated by a student should be referred to the appropriate school staff member for follow-up.

To help provide a safe, respectful, and positive learning environment for all students, please keep the following in mind while volunteering:

• Student Discipline: Volunteers may not discipline students. If a student needs assistance or there is a behavior concern, please notify the teacher or another school staff member immediately.
• Supervision of Students: Volunteers work under the direction and supervision of school staff. Volunteers should not be left alone with students unless specifically authorized by the District.
• Restroom Use: Volunteers may use designated staff restrooms. Student restrooms are reserved for student use only.
• Cell Phones and Electronic Devices: Personal cell phone use should be limited while volunteering and should not interfere with your volunteer responsibilities. Volunteers may not photograph, record, or post images or videos of students without prior authorization from the school administration.
• Attendance and Communication: If you are unable to volunteer as scheduled, notify the school site as soon as possible.
• Sign-In Procedures: Volunteers must sign in and sign out at the school office each time they volunteer. Printed volunteer badges must be worn and remain visible while on campus.  
• Safety Procedures: Volunteers are expected to follow all District safety procedures. If you observe a dangerous or unsafe situation, immediately notify a staff member or contact the SBCUSD Safety Department at (909) 388-6030.  
• Emergency Drill/Procedures: During an emergency drill or an actual emergency, follow the directions of school staff at all times. Do not leave campus without notifying office staff unless remaining on campus would place you in immediate danger.
• Follow School Procedures: Volunteers are expected to follow all district policies, school rules, and directions provided by school staff while volunteering.

School staff are committed to supporting volunteers by providing guidance, direction, and assistance throughout their volunteer experience. Staff will communicate volunteer expectations, answer questions, assign appropriate volunteer activities, and provide the supervision needed to help ensure a safe and positive learning environment for all students.  

All returning volunteers are required to submit a new volunteer application each school year and complete all applicable steps in the District's volunteer approval process.

Visitor Reminders

Please continue following the District's established visitor management procedures to help maintain a safe and secure learning environment for all students, staff, and visitors.

• All visitors are required to report to the front office upon arrival. Front office staff will verify the visitor's identification, complete the Raptor Visitor Management System check-in process, and issue a visitor badge. 

• A valid government-issued photo ID is required for visitor check-in.

• Raptor prints a visitor badge that includes the visitor's name, photograph, destination, date, and time of visit.

• Visitor badges must be worn and remain visible at all times while on campus.

• Visitors must check out through the front office before leaving campus.

Reminder: A visitor badge authorizes an individual to visit campus for a specific purpose only. It does not authorize an individual to volunteer. Individuals wishing to volunteer must complete the District's volunteer approval process before participating in any volunteer activities.
