San Bernardino City Unified School District is committed to providing safe, engaging, and distraction-free learning environments where every student can thrive.
To support student learning and comply with California's Phones-Free Schools Act (Assembly Bill 3216), the Board of Education has updated Board Policy 5131.8 – Mobile Communication Devices for the 2026-2027 school year.
Why is this change being made?
Research continues to show that limiting cell phone use during the instructional day can help students:
- Stay focused during classroom instruction
- Increase engagement with teachers and classmates
- Improve academic performance
- Reduce distractions and classroom disruptions
- Support student mental health and overall well-being
The updated policy creates consistent expectations across all San Bernardino City Unified schools while allowing students to have access to their devices before and after school and during approved circumstances.
What families should know
Students may bring mobile communication devices, including cell phones and smart watches, to school.
During the instructional day, devices must be stored and not used unless permitted under the district's policy or directed by a school employee.
Exceptions may include:
- Medical or health-related needs
- Individualized Education Program (IEP) or Section 504 accommodations
- Emergencies
- Instructional activities authorized by the teacher
- Other circumstances outlined in Board Policy 5131.8
Each school will provide additional information regarding how the policy will be implemented on its campus.
Staying Connected
If parents need to contact their child during the school day, please contact your school's front office. Likewise, if a student needs to reach a parent or guardian, school staff will assist them.
