Federal Program Monitoring
State and federal laws require the California Department of Education (CDE) to monitor the implementation of categorical programs operated by local school districts. The monitoring is accomplished, in part, through the Federal Program Monitoring (FPM) process. The purpose of FPM is to monitor local districts for compliance of the Every Students Succeeds Act: Title I, Title II, and Title III requirements, specifically, monitoring and evaluating the use of Title I fiscal requirements. FPM is a combination of data and document review of categorical programs administered by local school districts. Districts are monitored with an every other year cycle. The first year consists of data, document reviews, and site visits. The second review is a data and document review with evidence uploaded to the State's CMT system. Reviews are completed by state staff knowledgeable in one or more of these programs.
