Annual Notification
Mid-Year Update
Published January 21, 2026
Dear Students, Employees, Families and Community Members,
We are writing to share a mid-year informational update regarding Know Your Educational Rights related to Immigration-Enforcement Actions at California schools, as well as a reminder about our Uniform Complaint Procedures (UCP).
This information is provided in addition to the guidance already included in our Student/Parent Handbook and is intended to ensure our school community remains informed of current protections, procedures, and available resources.
Know Your Educational Rights – Immigration-Enforcement Actions
California law and district policy continue to affirm that:
- All students have the right to attend public school, regardless of immigration status.
- Schools are committed to maintaining a safe, welcoming, and inclusive learning environment for all students and families.
- District staff follow established protocols designed to protect student privacy and uphold educational rights.
This mid-year update does not replace existing handbook language. Rather, it serves as a clarification and reinforcement of current laws and procedures.
Uniform Complaint Procedures (UCP)
This communication also serves as a mid-year notice and reminder of the District’s Uniform Complaint Procedures (UCP) process.
The District is primarily responsible for compliance with federal and state laws and regulations, including those related to:
- Unlawful discrimination
- Harassment
- Intimidation or bullying against any protected group
- All programs and activities subject to the UCP
The UCP Annual Notice is available on our website. Families who need assistance accessing this information or who would like it in another language or format are encouraged to contact the Affirmative Action Office at (909) 381-1122.
Thank you for your continued partnership in maintaining a safe, inclusive, and equitable educational environment for all.
Sincerely,
San Bernardino City Unified School District
Student/Parent Handbook and Annual Notification of Rights & Responsibilities
As the parent of a student you have many rights and responsibilities. This booklet talks about many of those and laws, policies and statues which cover them. We urge you to read it.
Teachers build your child’s education one day at a time, so every day is essential. Promotion or event graduation can be put in jeopardy if too many days are missed. Work with the teacher when a child must miss school. Get homework assignments and review work. There is only one chance to get a great education.
