School Safety Plans

California public schools are required to comply with California Education Code (E.C.) §§32281-2, which calls for preparing school safety plans relevant to the needs and resources of the school, addressing violence prevention, child abuse reporting procedures, and emergency preparedness, as well as assessing current status of crime on campus and at school-related functions. Our Comprehensive School Safety Plan (CSSP) system standardizes most components of the plan across San Bernardino Unified schools and guides the preparation of annual updates. Schools customize the plan template to meet their needs.

The CSSP uses the Incident Command System (ICS). ICS is designed to centralize and coordinate emergency response actions among police, fire and other public agencies, including school districts. It provides an effective framework for managing emergencies ranging from minor incidents to major earthquakes. SBCUSD's CSSP’s are compliant with the National Incident Management System (NIMS) and the California Standardized Emergency Management System (SEMS).   

Schools update CSSP school-level entries, such as, the emergency team assignments periodically throughout the school year (and whenever there are staffing changes) to ensure that the information in the plan is current. Content of the Comprehensive Safe School Plan also includes violence prevention, traffic safety, and student wellness, covering multiple legislative and Board policies.
